It is plastic and press-fit over a threaded metal shaft. The way I did it was to kind of bend up the base of the hub so it can unscrew over the propeller. It should just pull off, as that's how you install it, but I always felt as though I were about to rip the motor of the front of the plane. Here is the shaft, and the prop hub would slide onto the right side (over the threads) in this pic. The white gear would be oriented up against your firewall.

That black cone is known as a spinner. As you are discovering, it can be a right PITA to remove, especially if a front impact has forced it hard onto the shaft.
As advised above, it simply pushes onto the prop shaft. There are no screws or anything else holding it on, only its own vice-like grip!
If it won't just pull off, try folding the floppy bits forwards (towards the front of the plane) and then prising it off with a screwdriver. Be prepared for much cursing, possibly impaling your fingers as the screwdriver slips, and - as said above - the fear that you will pull out the whole prop shaft. (Don't let that fear worry you too much, it has never happened to me.)
Be assured that the wretched thing will come off, eventually.
You may then find that the nut holding the prop has also jammed on, which can be another b%£$#rd to undo . . .
See what fun this RC flying can be? ;D

Mine was threaded on. Just pull (almost fold. Don't worry, it goes back to it's shape) the floppy bits of the spinner towards the front of the plane as suggested by renard80 and lefty loosey thread it off. Installation is the reverse.
