How well the vinyl sticks depends entirely upon what you use to stick it on with. If it's got a tacky, rubbery self-adhesive backing then chances are it will stick extremely well, especially if it will allow the vinyl to flex without loosing adhesion. If it's anything like duck-tape it will work great.
The main adhesives you need to keep away from with the foam are things like contact adhesive that contains a lot of thinners (acetone, toluene and other hydrocarbons). If you follow the instructions and apply it to both surfaces and wait for it to almost dry it will melt into the foam, it's happened to me before and it's not pretty. CA glue is OK as long as it's not applied in excess and the foam isn't bathed in the stuff for too long.
