I tried to use the blue, paint masking tape to mask over some previously painted areas and the paint peeled off with the paint. I used Rustoleum paint.
Is there a paint that won't peel? or a masking material that won't pull the paint up?

I had the same problem with I painted my tail. You can get some masking tape that is 'low tack', that has a much weaker adhesive on it - although if you're using the blue one that might be what you're using already.
I found it helped to run the palms of you hand up and down the sticky side of the tape before you stick it on, to dull the stickiness a bit. Also, the longer you leave the masking tape on there the more it seems to stick, so as soon as you've finished painting take it off. If you get really desperate, you might try dusting the tape, or the surface of the plane with a little talc.
Making sure the paint is going to stick well is another important factor. Paint doesn't stick well to smooth surfaces, better off roughing up the surface a bit with some fine sandpaper so the paint can soak into all the microscopic nooks and crannies, then it won't come off as easily. This may not apply to what you've just done if the plane had been painted previously, but the paint won't stick well until it's been left to cure for at least 48 hours either.
Even after I tried removing a lot of sticky from the tape, and removing the tape immediately after painting, it still ended up taking a few little chips of paint off. I just went over them again with a fine paintbrush. If you're using spraypaint, spray some paint into the can's cap at very close range, and it will give you some liquid paint you can use for fine touch up work.
