Is it common for the SC to come from the factory with a bad RX?

The electrics on the SC are low end. It's a wonder they work as consistently and as well as they do. A certain % of people have some failure of something out of the box. Fer instance, the throttle slider is fragile, breaks easily. It's SO common you just call HZ, tell them you broke it, and if still under warranty they send another TX. You'd think they'd fix the problem but it must be cheaper to do warranty work. No one keeps the TX for long anyway.

Hi there, welcome
I suspect most just fly the SC with whatever the Rx does and get to experience jitters, glitches and the like but live with them till they: 1 try and understand what's going on and try to fix it or 2 Realise the 27Mhz Tx/Rx is as good as you get for the $ and live with it or 3 Eventually realise the the SC is a great plane to fly, is rugged and repairable so use it as a base and replace the electrics.
I went down route 1, spent some $ and got in hundreds of great flying hours, the odd excursion up trees and vertically into the ground before going route 3.
If it really is bad (twitches, glitches, not working, un-flyable) out of the box, get it replaced.

When new, not crashed, the servos should work and not twitch at all. If it does anything else, it's defective.
