Plug it in with battery connected and the indicator light will blink red 2-3 times and go out not to come back on while plugged into the power outlet. The batteries are charged and am trying to peak charge them on way to flying field. Is this normal operation for the charger or is there something amiss?

When I got my super cub LP, it was missing the AC converter that you plug the 12v DC charger into.
My charger did exactly the same thing when I tried running it off of a car battery charger, rather than a car battery.
I assume that it means that it has detected that something is not quite right with the power supply, then it shuts off.

Huh, I'm confused? I looked back and it seems you bought a Cellpro 4S. What batteries are you trying to charge? Old NiMh?
On the LP (lipo) DO NOT use a car battery charger as a power unit. Very dirty signal. No good. It's fine to charge the car battery, then charge the lipo.
