I got a lipo with my t-28, but it's dead according to my lipo monitor. That really ticks me off because the seller didn't mention that.
So here's how the monitor works
Green light= Good, above 3.3v
Red light= below 3.3v- charge
When I plug it in, two cells read read both a red light and green light and the other cell reads no lights!
My parkzone charger will not charge it and gives me an error. I do have another charger that's not a balancing charger, but it does nothing when I plug it in.
Can I do anything?

What is the pack voltage? Do you have a volt meter?

It reads 7.2v

on a 3s? If so it is shot. If it is not puffy you may be able to "jump" it. I have not done this but my lhs does it frequently. Take a 9v battery and try to get the pack voltage up for a few seconds...long enough for the charger to let it start charging.
Check other threads about it on rcu first. Like I said I have never done it.

If you've read the post near the top of batteries about shorting out my lipo just for a moment, then you may have some hope. Well I did slip when I was trying to get the voltage from my brand new never used lipo and poof real smoke and everything. The entire pack read 0v, but only one cell was disconnected. After fly said it might be worth it, I carefully unwrapped the lipo and figured out the solders at the top and found one solder joint was disconnected. I soldered it back and charged the lipo and now everything works great. I've has four 20 minute flights in the past 2 days and am estatic. So you may just have a bad connection internally, maybe not. Oh and my balancing charger only has red/green led's too and it read the same as yours when one cell was disconnected.
Re jumping, be very careful. Tricking a charger may trick you. If you want to go that route, and assuming you have a balancing charger, you should probably cut out the bad cell electrically (it may already be disconnected it sounds like) and solder in a new balancing connector for two cells. Then your charger would not have to be fooled.
