I am thinking about using a Lipo 1000mah from my honey bee king 2 I understand I need to take the jumper out of the esc to protect the lipo
1. With the jumper out can I still run the stock 7 cell NMH? 2. With the jumper out is the lipo safe or do I need to time it? 3. My HBking 2 came with a stock lipo balanced charger. Can I use this to charge larger lipo batteries?

Yes-best remove the jumper.
That said the BEST way to protect your lipo is get in the habit of flying to finish with NOT LESS than 3.7v/cell on a resting battery. The LVC with the jumper off is 8.8-8.9v - barely adequate in my book.
NO, you cannot switch back to the 7-cell without putting the jumper back. The LVC is now as above and the 7-cell will cut out immediately. A fresh pack starts barely above that voltage.
Yes, you can use that charger, it'll just take a lot longer since it's a fixed charge rate. Long run if you stay in the hobby consider a better one.
