Rudders were (are) often split like that to balance the control forces for the pilot. You can imagine the rudder petal forces it would take to drive that big rudder into the wind. With the top section of the rudder going in the opposite direction (relative to the hing) it counteracts some of the control forces making it easier to move the rudder.
